Tier-3 are houses with active DMFs but no current trade. The long-tail page surfaces tier-2 and qualifiable tier-3.

Why are some big-name companies (Cipla, Hetero) showing up here?+

On molecules where they hold only one active DMF, they are mid-tier for that molecule even if they are tier-1 overall. The list is molecule-specific, not company-specific.

Are EDQM CEP holders included?+

When a long-tail Indian house holds both a Type II DMF and an EDQM CEP, the CEP shows as a chip on the row. The headline filter is FDA-DMF coverage; CEP overlap is a positive signal for trans-Atlantic supply.
